The nexus for Rep. Haley&#039;s bill was last session  when the House passed ON A VOICE VOTE a cost-of-living-adjustment increase for House Members (see 4/17 Nathan&#039;s News - It&#039;s Not Just the Laundry Spinning Here).

That original bill (H5019) started what has now led to more on-the-record voting on the House and Senate through a rule change. T

Comptroller Eckstrom&#039;s work has been with transparency as well outside the General Assembly and I was glad to see him support these voting efforts as well.

The Policy Council provides data/reports about lots of issues and obviously they helped (and continue to help) both the on-the-record voting issue and transparency of government finances/reporting.

What was originally a small handful of supporters has known turned into many, many more. That is great and it couldn&#039;t have happened without courage of leaders and the grass-roots of constituents throughout the state contacting their House/Senate members.

Hopefully, the bill will one day become law of the land instead of just a House Rule.
