Being an outsider from another state, I think the above is the single most significant issue facing SC. There appear to be 'TOO" many people (corporations/industries) that want things to stay the way they are. "Progressive" ideas bring ideals like competition. It sure seems most of the SC "establishment" fears competition. Therefore, the stagnation. Competition forces the "old guard" to modernize and compete.
